popAI team participates in ALIGNER 5th public workshop

On 21st and 22nd June, project ALIGNER has hosted its 5th public workshop in Sankt Augustin!

The first four were held between November 2021 and December 2022. They examined real and potential issues relevant to changes and developments in crime and criminality, the capability enhancements needed by Police and Law Enforcement Agencies to bring AI safely and effectively into their service, were used to discuss impact assessment methods and policy recommendations, as well as the implications of the forthcoming EU AI Act. During this fifth workshop, ALIGNER presented the two scenario narratives for the second project year and associated AI technologies.

Based on these and other ongoing AI developments, participants discussed potential criminal misuse of AI for cybercrimes against individuals, potentially relevant AI technologies to counter these threats, how recent AI developments are impacting Law Enforcement, and how to assess impacts and risks from AI technologies at law enforcement agencies.

Under the umbrella of the joint activities between sibling projects, popAI (together with STARLIGHT) has been invited to attend the meeting, thus having the opportunity to discuss the results and achievements of ALIGNER project, as well as further strengthen collaboration on specific tasks.The workshop, indeed, finished with a policy recommendation panel of the SU-AI cluster represented by ALIGNER, STARLIGHT and popAI.

The three projects illustrated the respective work on policy recommendations and a wrap-up session concluded by pointing out the convergence of intents and aims across such recommendations.

As an illustration, ALIGNER and popAI reckon the need for a common framework for the evaluation, procurement and utilisation of AI-based technologies by police and law enforcement authorities, while confirming the necessity of the “human-in-loop” in critical decision-making processes that rely also on AI technologies.

popAI team also had the opportunity to illustrate its inclusive, holistic and iterative approach that takes into consideration inputs from the research sector (consortium members – top-down approach) as well as the external stakeholders representing different societal sectors (bottom-up approach). In addition, the policy ontology developed to support the definition of the policy recommendations has been introduced to the audience. The policy ontology is a meaningful instrument for the design and development of policy recommendations as it provides a conceptual (multi-perspective) modelling of the AI policy context. The ontology, indeed, is a structured representation of key AI policy concepts, stakeholders and data, thus ensuring that all the crucial aspects are taken into consideration when framing policy recommendations for the Law Enforcement domain.

The participation of popAI representatives at the ALIGNER workshop confirms the strong commitment of the projects in the respective activities and initiatives and further stimulates the research in this domain.

Collaboration among the three sibling projects, ALIGNER, popAI and STARLIGHT, is further envisaged on policy recommendations in the upcoming months, in light of the delivery of popAI Second and final Policy Brief on Policy Recommendation, by the end of September, as the project will come to its end.
